Deos Terrum Council of Custodians
Founding Charter
In the name of the Creator, and by the witness of the living Earth, we, who gathered formally on the 9th July 2025, Custodes Terra Dei — Guardians of God’s Earth —
do hereby establish and proclaim the formation of the Council of Custodians of the self-governing people and nation known as Deos Terrum.
PURPOSE
To uphold truth, peace, honour, and sacred custodianship of the land, and to serve the living people of Deos Terrum in harmony with:
- Natural Law,
- The Law of God, and
- The eternal principles of equity, love, and justice.
FOUNDATION OF COUNCIL
We affirm that this Council is formed:
• In accordance with the free will and good conscience of each custodian
• Under the guiding light of divine truth and without coercion or deceit
• In full recognition of each living soul’s standing under the Creator
PRINCIPLES OF LAW
We recognise and uphold the following principles:
- Do no harm
- Commit no fraud
- Honour all sacred agreements made in truth
- Protect the land, the people, and the legacy entrusted to us
LEGAL FOUNDATIONS
While standing firmly upon Natural Law and spiritual duty, this Council is also supported by the following lawful and customary anchors:
- The Montevideo Convention on the Rights and Duties of States (1933)
Affirming the right of a people to declare themselves a nation through peaceful association. - International Covenant on Civil and Political Rights (ICCPR), Article 1
Recognising the inherent right of all peoples to self-determination. - The Law of Nations (Emer de Vattel) Recognising the lawful standing of nations formed by custom, conscience, and mutual recognition.
- Jus Cogens principles of international law
Peremptory norms such as justice, peace, and dignity that no law may override. - Maxims of Equity, including:
“Equity will not suffer a wrong to be without a remedy.”
“He who comes to equity must come with clean hands.”
GUIDING VOICE OF THE ORIGINAL CUSTOS TERRA DEI:
While the Council shall deliberate and form law by consensus to serve the land and people, it is recognised that the original Custos Terra Dei, as the first to proclaim the realm of Deos Terrum into being under divine law, holds a unique spiritual and moral obligation to guard the founding purpose and sacred trust of the realm.
Accordingly:
– In cases where consensus cannot be reached or founding principles are in question, the voice of the original Custos Terra Dei shall be treated with decisive and reverent weight.
– This voice shall be exercised with humility and for the good of all, not for personal gain.
– This provision endures only while the original Custos Terra Dei continues to act in honour and alignment with the sacred principles herein.
PROCLAMATION
We affirm our natural and divine right to self-organise, to assemble peacefully, and to form a council for the lawful and honourable care of our common affairs, without trespass upon any other soul or people.
This Charter is witnessed by those present and recorded in the living memory of Heaven and Earth.

The Gazette of Deos Terrum
The Gazette of Deos Terrum is the official record of proclamations, orders, declarations, and notices issued under the authority of the Council of Custodians. Each edition of the Gazette serves as a permanent record of the Nation’s governance and foundation, preserving the acts of the Custodes Terra Dei for present and future generations. As new issues of the Gazette are released, they shall be announced here and listed below in chronological order, with links to the pdf of each edition.
