The Establishment of Deos Terrum – A Brief Overview
Deos Terrum has been formally established as a sui regendi nation acting peacefully and within recognised international law principles. Its foundation is grounded in the legally accepted assessment used worldwide to determine whether a community possesses the attributes of statehood.
These attributes are set out in the Montevideo Convention on the Rights and Duties of States (1933), which identifies four requirements:
A permanent population – a stable community of people.
A defined territory – land over which the community exercises governance.
Government – an organised authority capable of administering the territory and population.
The capacity to enter into relations with other states – the ability to communicate, correspond, and engage externally.
Deos Terrum also acts consistently with the universal right of self-determination, affirmed in Article 1 of both the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Cultural Rights (ICESCR).
From its inception, Deos Terrum has been rooted in peaceful intent, non-adversarial conduct, non-combatant behaviour, and non-political motivation. The People of Deos Terrum impose no burden on the surrounding community. Instead, the Council of Custodians actively supports local well-being through practical community initiatives and constructive engagement.
As part of its transparent approach, the Council has issued courtesy notices to relevant national, Commonwealth, and international offices to ensure clarity and openness.
Deos Terrum continues to develop through cooperation, goodwill, and a commitment to supporting both its own people and the broader community.
