A man or woman who aligns with and demonstrates a genuine connection to the intentions, values, aspirations, and identity of Deos Terrum shall be deemed Custos Terrae Dei and possess residency status within the realm.

Residents are recognised as peaceful guests or participants who choose to live, work, or contribute within Deos Terrum while retaining their original national allegiance, if they so choose.

The Montevideo Convention does not explicitly define how permanent the population must be or whether individuals must reside continuously within the territory. Legal scholars argue that the criterion is satisfied if there is a community with an intention to establish permanent residency and be recognized as inhabitants of the state.
