This Order may be cited as the Council of Custodians Establishment Order 2025.
Preamble:
Whereas on the Ninth Day of July in the Year Two Thousand and Twenty-Five, nine Custodes Terra Dei gathered formally and proclaimed the formation of the Council of Custodians of Deos Terrum; and
Whereas this Council is constituted in the name of the Creator, by the witness of the living Earth, and by the free will and good conscience of its members; and
Whereas it is necessary to record and preserve this founding as an Order, so that the acts and continuity of the Council may be maintained in lawful form;
The Council of Custodians of Deos Terrum hereby enacts the following as Order 001b of Deos Terrum.
Commencement:
This Order comes into force on the date of its enactment, 9th July 2025.
Operative Provisions:
- Formation and Purpose
a) The Council of Custodians of Deos Terrum is hereby constituted as the lawful governing body of the Nation.
b) The purpose of the Council is to uphold truth, peace, honour, and sacred custodianship of the land, serving the people of Deos Terrum in harmony with Natural Law, the Law of God, and the principles of equity, love, and justice. - Foundation of Council
a) The Council is formed freely, without coercion or deceit, and in full recognition of each living soul’s standing under the Creator.
b) The Council is bound to act in good conscience and for the welfare of the Nation. - Principles of Law
a) The Council recognises and upholds the principles:
Do no harm;
ii. Commit no fraud;
iii. Honour sacred agreements made in truth;
iv. Protect the land, the people, and the legacy entrusted. - Legal Foundations
The Council affirms its standing under Natural Law and spiritual duty, supported by:
a) The Montevideo Convention on the Rights and Duties of States (1933);
b) International Covenant on Civil and Political Rights (ICCPR), Article 1;
c) The Law of Nations (Emer de Vattel);
d) Jus Cogens principles of international law;
e) Maxims of Equity, including:
– Equity will not suffer a wrong to be without a remedy.
– He who comes to equity must come with clean hands. - Guiding Voice of the Original Custos Terra Dei
a) Where consensus cannot be reached, or founding principles are in question, the voice of the original Custos Terra Dei shall carry decisive and reverent weight.
b) This authority shall be exercised humbly, for the good of all, and not for personal gain.
c) This provision endures only so long as the original Custos Terra Dei acts in honour and alignment with the sacred principles of the Nation. - Proclamation and Witness
a) The Council affirms its natural and divine right to self-organise, assemble peacefully, and care for its common affairs without trespass upon others.
b) This founding was proclaimed on 9 July 2025 by nine appointed Custodians, witnessed by Heaven and Earth, and entered into the living record of Deos Terrum.

Enacted and deemed to have effect from the 9th day of July, 2025.

Title:
An Order to Provide Indemnity to Councillors of the Council of Custodians
Short Title:
This Order may be cited as the Council of Custodians Indemnity Order 2025.
Preamble:
Whereas the Council of Custodians of Deos Terrum acknowledges the dedicated service and responsibilities undertaken by its Councillors, also known as Custodes Terra Dei; and
Whereas it is expedient to provide indemnity to Councillors to enable them to perform their duties without fear of personal liability arising from acts or decisions made in good faith on behalf of the Custodes Terra Dei;
Commencement:
This Order comes into force on the date of its enactment.
Operative Provisions:

Definitions
In this Order, unless the context otherwise requires:
a) “Councillor” means any current or former member of the Council of Custodians of Deos Terrum;
b) “Custodes Terra Dei” means the collective body of custodians representing the nation;
c) “Good faith” means acting honestly, without malice, and within the scope of custodianship. -
Indemnity Provided
a) All Councillors are indemnified and held harmless from any claims, demands, liabilities, costs, damages, or expenses, including legal fees, arising out of any act, omission, or decision undertaken in their capacity as Councillors and on behalf of the Custodes Terra Dei.
b) This indemnity extends to claims made by third parties and by the Custodes Terra Dei themselves, except where the Councillor is found to have engaged in wilful misconduct, gross negligence, or acts beyond their custodianship. -
Duration and Application
a) This Order applies retrospectively to all Councillors who have served prior to its enactment, as well as to all current and future Councillors.
b) This Order remains in effect until amended or repealed by subsequent Order of the Council. -
Seal Clause
All official documents and declarations issued under the authority of Deos Terrum shall bear the Seal of Deos Terrum as a mark of lawful issuance and recognition. -
Miscellaneous
Nothing in this Order shall be construed to exempt any Councillor from criminal liability under applicable laws. -

Whereas the Council of Custodians of Deos Terrum is entrusted with the governance and stewardship of the Realm; and
Whereas the people of Deos Terrum are to conduct commerce and exchange in accordance with truth, fairness, and intrinsic value; and
Whereas it is fitting to establish a lawful currency anchored in divine order, sacred precedent, and tangible value;

Order No. 005/2025
Title:
Establishment of the Post Office of Deos Terrum
Short Title:
This Order may be cited as the Deos Terrum Post Office Order 2025.
Preamble:
Whereas the Nation of Deos Terrum requires a lawful and recognised means of correspondence and communication; and
Whereas the issuing of stamps and the processing of mail is a sign of national function and sovereignty under international custom; and
Whereas it is fitting to establish a Post Office dedicated to the service of the people and the administration of lawful communications;
The Council of Custodians of Deos Terrum hereby enacts the following as Order 005 of Deos Terrum.
Commencement:
This Order comes into force on the date of its enactment.
Operative Provisions:

Establishment of the Post Office
a) The Post Office of Deos Terrum is hereby established as a lawful institution under the Council of Custodians.
b) The Post Office shall be entrusted with the receipt, handling, conveyance, and delivery of correspondence and mail entrusted to its service. -
Authority to Issue Stamps
a) The Post Office of Deos Terrum shall have the sole authority to design, issue, and distribute postage stamps of Deos Terrum.
b) Such stamps shall:
i. Bear the name of Deos Terrum;
ii. Carry a denominated value in the lawful currency of Deos Terrum;
iii. Be recognised as the required token of payment for the conveyance of mail by the Post Office. -
Custodial Oversight
a) The Post Office shall be administered under the oversight of the Council of Custodians, who shall approve all significant regulations, stamp issues, and international arrangements.
b) The Council may appoint officers or agents to act within the Post Office, whose acts shall be deemed lawful when undertaken in good faith under custodianship. -
International Mail and Recognition
a) The Post Office shall seek, in due course, to establish arrangements for the exchange of mail with other nations and their postal authorities.
b) Stamps issued by the Post Office of Deos Terrum may also serve commemorative purposes, bearing symbols, events, or Orders of national significance. -
Seal Clause
All acts of the Post Office shall be issued under the authority of this Order, and its instruments shall bear the Seal of Deos Terrum as a mark of lawful issuance and recognition. -
Miscellaneous
Nothing in this Order shall prevent the Council of Custodians from revising, expanding, or regulating the operations of the Post Office in the future.

Title:
Establishment of the Judiciary of Deos Terrum
Short Title:
This Order may be cited as the Deos Terrum Judiciary Order 2025.
Preamble:
Whereas the Nation of Deos Terrum is established under the authority of Almighty God, Creator of Heaven and Earth; and
Whereas the Word declares:
“He hath shewed thee, O man, what is good; and what doth the LORD require of thee, but to do justly, and to love mercy, and to walk humbly with thy God?”
— Micah 6:8 (KJV 1611)
Therefore, in obedience to this command of justice and mercy, the Council of Custodians of Deos Terrum hereby enacts the following as Order 008 of Deos Terrum.
Commencement:
This Order shall come into force on the 3rd day of November, 2025.
Operative Provisions:
1. Establishment of the Judiciary
a) The Judiciary of Deos Terrum is hereby established as the lawful system of justice within the Nation.
b) It shall stand independent yet under the Seal of the Council of Custodians, exercising judgment in accord with truth, mercy, and equity.
c) Its purpose is to maintain right order and peace among the Custodes Terrae Dei.
2. Community Tribunals
a) Community Tribunals shall be constituted locally by appointment of trusted men and women of integrity to hear minor disputes.
b) Their duty is to seek reconciliation first, and judgment only where restoration requires it.
c) Proceedings shall be conducted openly, with witnesses as needed, and judgments faithfully recorded.
3. Veritas Court
a) The Veritas Court is hereby established as the highest and final court of the Nation under God.
b) It shall consist of Councillors of the Council of Custodians duly appointed as Judges.
c) Such Councillors must swear the Oath of Judges before acting in judicial capacity.
d) The Veritas Court shall be deemed constituted when a majority of appointed Judges form a quorum.
e) The Court shall hear appeals, matters of land or inheritance, and any cause touching the peace and justice of the Nation.
f) The decisions of the Veritas Court shall be final and binding.
4. Records and Transparency
a) All judgments shall be preserved in the Records of Judgments, bearing the Seal of Deos Terrum.
b) Significant judgments may be published in the Gazette of Deos Terrum for public record.
5. Convening of Courts
a) Community Tribunals may be convened locally as required.
b) The Veritas Court shall be convened by resolution of the Council of Custodians at a physical or virtual venue, provided proceedings are witnessed and recorded.
6. Seal Clause
All judicial instruments and records shall bear the Seal of Deos Terrum as a mark of lawful authority and recognition.
7. Miscellaneous
a) The Council of Custodians may issue further Orders for the refinement of judicial procedure.
b) All acts under this Order shall be consistent with truth, mercy, and the Law of God.

Therefore, the Council of Custodians of Deos Terrum ordains the following solemn oaths to bind each custodian to faithful service under God.Commencement:

Operative Provisions
1. General Principles
a) All oaths shall be sworn in truth and good conscience before Almighty God, the Creator of Heaven and Earth.
b) Each custodian may close their oath with one of the following:
i. “By Almighty God, before Whom all hearts are open, I swear this Oath.”
ii. “By the Creator of Heaven and Earth, before Whom all hearts are open, I swear this Oath.”
c) Oaths shall be witnessed by at least two Custodians and preserved in the Records of Judgments.
2. Oath of Councillors (Council of Custodians)

Title:
Appointment of Judges of the Judiciary
Preamble:
Whereas righteous judgment is essential to the peace and order of the Nation; and
Whereas the Word of God declares:
“Provide out of all the people able men, such as fear God, men of truth, hating covetousness.” — Exodus 18:21 (KJV 1611)
Therefore, in obedience to divine instruction, the Council of Custodians of Deos Terrum hereby ordains this Order for the appointment of Judges.
Operative Provisions
1. Community Tribunal Judges
a) Any Custos Terrae Dei in good standing may be nominated for appointment by two or more local custodians.
b) Eligibility shall be determined by character and conduct consistent with truth, humility, and faithfulness.
c) Appointments shall be confirmed by resolution of the Council of Custodians.
d) Each appointee shall swear the Oath of Judges (Order 008a) before assuming office.
e) The term of service shall be three (3) years, renewable by reappointment.
f) Judges may be removed by the Council of Custodians for breach of oath, dishonourable conduct, or proven partiality.
2. Judges of the Veritas Court
a) Councillors of the Council of Custodians may be appointed as Judges of the Veritas Court.
b) Such appointment shall be by formal resolution of the Council.
c) Upon appointment, the Councillor shall swear the Oath of Judges in addition to the Oath of Councillors.
d) No Councillor may sit in judicial capacity until their Oath of Judges is duly sworn and recorded in the Records of Judgments.
e) Judges of the Veritas Court may be removed from office by resolution of the Council for breach of oath or conduct contrary to the honour of their office.

Rules of Procedure of the Judiciary
Preamble
Whereas justice and order among the Custodes Terrae Dei must be governed by fairness, truth, and good conscience; and
Whereas the Holy Scripture declares:
“Judge not according to the appearance, but judge righteous judgment.” — John 7:24 (KJV 1611);
Therefore, the Council of Custodians of Deos Terrum hereby ordains these rules for the conduct of judicial proceedings.
Commencement
This Order shall come into force on the 3rd day of November, 2025.
Operative Provisions

Acknowledgment of the Divine
a) All proceedings shall begin with acknowledgment of Almighty God, the Creator, and prayer for wisdom. -
Standing of Parties
a) Every man or woman shall be heard with fairness and without partiality.
b) No cause shall be decided until all who are concerned have been given the opportunity to be heard. -
Witness and Evidence
a) Testimony shall be confirmed by at least two witnesses wherever possible.
b) Evidence shall be received only where it is honest, relevant, and true.
c) False testimony or coercion shall be rejected. -
Judgment Process
a) Judges shall seek to reconcile parties before rendering judgment.
b) Where reconciliation is not possible, judgment shall be given in writing, signed, and entered into the Records of Judgments.
c) All judgments shall aim to restore peace, not to punish, and be delivered with humility and mercy. -
Appeals
a) Appeals from Community Tribunals may be brought before the Veritas Court.
b) The Veritas Court shall review such matters according to truth and equity.
c) The decision of the Veritas Court shall be final. -
Representation
a) A party may speak on their own behalf or appoint another Custos Terrae Dei to speak for them.
b) Representation shall not be used to distort truth or obstruct justice. -
Record Keeping
a) All proceedings and judgments shall be faithfully recorded in the Records of Judgments.
b) Records shall be preserved as lawful testimony and sealed by authority. -
Convening of Courts
a) Community Tribunals may be convened locally as required.
b) The Veritas Court may be convened at such time and place, physical or virtual, as the Council of Custodians shall resolve, provided the proceedings are witnessed and recorded.

Preamble

“Learn to do well; seek judgment, relieve the oppressed, judge the fatherless, plead for the widow.” — Isaiah 1:17 (KJV 1611);
Therefore, in obedience to this charge of righteousness and mercy, the Council of Custodians of Deos Terrum hereby establishes the Custodes Remedii.
Commencement
This Order shall come into force on the 3rd day of November, 2025.
Operative Provisions

Establishment
a) The Custodes Remedii (Guardians of Remedy) are hereby established as the lawful body entrusted to see that remedies ordered by the Judiciary are faithfully fulfilled.
b) They act as guardians of restoration and peace, not as agents of punishment or coercion. -
Duties
a) To carry out remedies determined by Community Tribunals and the Veritas Court.
b) To act peaceably and without partiality, ensuring that truth and mercy prevail.
c) To keep faithful record of all acts and deliver them to the Judiciary.
d) To abstain from violence, oppression, fraud, or any act contrary to equity and lawful order. -
Oversight
a) The Custodes Remedii shall act only under lawful judgment issued by the Judiciary of Deos Terrum.
b) Their acts shall remain subject to review by the Veritas Court.
c) Each member shall swear the Oath of the Custodes Remedii as set forth in Order 008a before acting in office. -
Limitation of Authority
a) The Custodes Remedii shall not enforce unlawful penalties, fines, or compulsion.
b) Their office is to ensure lawful remedies are fulfilled with justice and peace, in the spirit of Isaiah 1:17. -
Records
a) All actions of the Custodes Remedii shall be entered into the Records of Judgments.
b) The Council of Custodians may publish such records in the Gazette of Deos Terrum where a public testimony is warranted.
