This post exists to put the story on the public record. Not a summary. Not a press release. The actual story – what happened, when, to whom it was sent, and what was, and was not, received in return. The documents are real. The correspondence is traceable. The record speaks for itself.
Who is Jillian?
Behind Deos Terrum is a woman. She is known as Jillian. Her story and the story of Deos Terrum are inseparable, because the land known as Deos Terrum is the land in her custody – and the journey to establish that land as a self-governing community grew directly out of her experience of how the State treats a woman who chooses to stand in her own right.
Jillian is not a corporation, a legal fiction, or a statutory construct. She is a woman, living on land she is custodian of, who has made a series of deliberate, documented, and lawfully grounded decisions about how she will be governed and by whom.
The Beginning: 2021
The documented record begins in early 2021. Between 1 February and 14 April 2021, Jillian issued a series of formal notices – by registered mail – to a number of men and women acting in high offices of the Commonwealth and Western Australia. Those addressed included the man acting as Prime Minister (then Scott Morrison), the man acting as Governor-General (then David Hurley), the man acting as Minister for Health (then Greg Hunt), and the man acting as Premier of Western Australia (then Mark McGowan), along with actors in the offices of Premier in all other States and Territories.
The notices served included a Lawful Oath of allegiance to Her Majesty Queen Elizabeth the Second, a Notice of Conditional Acceptance (February 2021), a Notice of Default (March 2021), and a Notice of Estoppel (April 2021), together with a Fee Schedule. These were not casual letters. They were formal instruments, issued in sequence, following established notice procedure.
The record of that correspondence is confirmed. No rebuttal was received.
Trademark: Jillian Protects Her Word Marks
On 17 March 2023, the word mark “Jillian BANKS” was formally registered with IP Australia – Trademark Number 2342574. A second registration followed on 11 December 2024: the word mark “JILLIAN BANKS” – Trademark Number 2505965.
This is not a trivial administrative step. Trademark registration of the word marks created by a Marriage Registration is a direct and deliberate act of asserting proprietary standing over those marks – distinct from and protected against their use by statutory agencies, corporations, or other parties without authority. Jillian had first use of the word marks (prior to registration by the State), giving her the right to register them as trademarks. It is also directly relevant to what came later, when agencies continued to use those word marks on their own records without Jillian’s consent.
August 2023: Notices to the Shire of Boyup Brook and Others
On 7 August 2023, formal notices were served on the man acting as Chief Executive Officer of the Shire of Boyup Brook, the man acting as Attorney-General of Western Australia (John Robert Quigley), and officers of the Australian Government Solicitor. The documents included a Notice to Correct and Delete Records, supported by an Affidavit of Jillian.
The relevant emails were sent to the Shire of Boyup Brook, Landgate, the Minister’s office, the Perth Magistrates Court, and elected members of the Shire. The record of delivery is maintained.
July 2024: A Document of Profound Significance
On 9 July 2024, a document described as “The Will of Jillian, on Determination of Life” – with Annexure C being a Notarised Determination of Life – was sent by registered mail (RR366592678AU) and then scanned copy to Sir Julian Martin Flaux PC, the (then) senior judicial officer in the United Kingdom. Delivery was confirmed on 18 July 2024. Further confirmation was sent on 16 August 2024.
The Determination of Life is a formal, notarised instrument by which Jillian asserts her standing as a living woman – as distinct from the legal fiction bearing Word Marks that are not her given name that the State administers through its registries. The significance of directing this document to the senior officer of the English judiciary will not be lost on those familiar with the common law tradition on which Jillian’s standing rests.
August 2024: The Shire of Boyup Brook Pushes Back – and is Refused
On 13 August 2024, Jillian issued a formal Offer Declined and Cease and Desist notice to the man acting as Chief Executive Officer of the Shire of Boyup Brook and all elected members – named individually: Richard Walker, Helen O’Connell, Sarah Alexander, Charles Caldwell, David Inglis, Philippe Kaltenrieder, Darren King, and Michael Wright. The ground: unconscionable demands.
A copy was simultaneously served on the local Police Station.
That same day, 13 August 2024, notices were also sent to the woman acting as Commissioner of Titles at Landgate (Susan Dukes) and to the woman acting as Registrar of Births, Deaths and Marriages Western Australia (Alison, of the family Jackson), along with the Attorney-General of Western Australia. Those notices included a Notice to Correct the Records under APP 13.1 and 13.2, the Determination of Life, and a formal Trademark Infringement Warning.
The notice to BDM was followed by registered mail (RPP44 63800 09400 55486 10601) on 30 August 2024.
October 2024: The Governor of Western Australia
On 28 October 2024, a Notice to Discharge Fiduciary Duties was posted to Christopher John Dawson AC APM, acting as Governor of Western Australia, at 13 St Georges Terrace, Perth.
This was not a complaint. It was a formal legal instrument placing the Governor on notice that fiduciary obligations arising from the State’s management of instruments relating to Jillian and her land were being called to account.
14 November 2024: The Proclamation of Deos Terrum
On 14 November 2024, the Proclamation of Deos Terrum was made and witnessed by a Notary Public, a copy of which is retained in the office of the Notary Public. This is the foundational instrument of Deos Terrum as a self-governing nation — notarised, dated, and on permanent independent record.
On 20 November 2024, formal notice was sent to the man acting as Attorney-General of the Commonwealth (Mark Alfred Dreyfus), the man acting as Attorney-General of Western Australia (John Robert Quigley), and the woman acting as Minister for Local Government (Hannah Beazley), along with the elected Shire President and all elected councillors of the Shire of Boyup Brook.
The documents served on that date declared: fiduciary duties discharged and self-governing nation proclaimed. The instruments included Annexure D (Proclamation, self-governing woman) and Annexure B (Proclamation Deos Terrum) – the notarised Proclamation witnessed and dated 14 November 2024, a copy of which is retained in the office of the Notary Public.
Copies were sent simultaneously to Landgate, the local police station, and to Jillian’s own office. The FOI record at Landgate (FOI 2026/04, ref 01004-2026) confirms receipt.
No rebuttal was received. No contrary position was communicated. No agency contested the Proclamation.
Early 2025: Title, Transfer, and Notice to the Commissioner of Titles
On 4 February 2025, a comprehensive Notice to the Commissioner of Titles was sent to Susan Dukes at Landgate by registered mail (RPP44 63900 05100 30538 53607). The notice was accompanied by Annexure A1 (Deed of Transfer), Annexure A2 (Deed of Transfer upon Death), Annexure B (Proclamation Deos Terrum), a certified copy of the Certificate of Title, and a Trademark Warning.
Scanned copies were emailed on 7 February 2025, and also sent to the Attorney-General of Western Australia and the Minister for Lands. Email server records confirm delivery.
The land. The title. The transfer. All formally and publicly documented.
May 2025: Declaration of Absolute Custodianship
On 6 May 2025, a Declaration of Absolute Custodianship and Sui Juris was sent by registered mail and scanned copy to Samantha Joy Mostyn – acting in the office of Governor-General of the Commonwealth of Australia. That communication included all key Annexures: the Deeds of Transfer, the Proclamation of Deos Terrum, the Determination of Life, the Proclamation of Jillian, and the Notice to the Commissioner of Titles.
July 2025: Final Notice – Termination of Constructive Trust
On 18 July 2025, a Final Notice – Termination of Constructive Trust and Confirmation of Property Conveyance was sent to the man acting as Public Trustee of Western Australia (Brian, of the family Roche), and simultaneously to a broad range of offices: the Minister for Lands, the Minister for Local Government, the Governor-General, the Commissioner of Titles at Landgate, the Attorney-General of Western Australia, and the Perth Magistrates Court. A copy was sent to the local police station.
All key Annexures were included. Email server records and the Landgate FOI reference (FOI 2026/04, ref 01004-2026) confirm the record.
August-September 2025: The Treasurer of Western Australia
On 27 August 2025, a Notice of Return and Demand for Discharge of State Instruments was sent by registered mail (RPP44 63900 05100 35003 56606) to Rita Saffioti, acting as Treasurer of Western Australia. The instruments returned included BIRTH and MARRIAGE registration certificates – statutory instruments bearing word marks, now being formally returned to the issuing authority.
On 5 September 2025, confirmation of email delivery of that notice was sent to a wide distribution: the Treasurer, the Public Trustee, the Attorney-General, the Minister for Lands, the Minister for Local Government, the Governor-General, Landgate, the Perth Magistrates Court, and the local police station. Email server records confirm delivery to each recipient.
12 September 2025: The United Nations and the King
On 12 September 2025, two letters were dispatched by registered mail:
- To the Secretary-General of the United Nations, New York – registered mail RR162375451AU.
- To His Majesty King Charles III, Buckingham Palace, United Kingdom – registered mail RR162375448AU.
Both concerned Deos Terrum. Both were formal courtesy notices, presenting Deos Terrum’s standing under the Montevideo Convention (1933) and the right of self-determination under Article 1 of the ICCPR and ICESCR.
The United Nations Office of the Secretary-General subsequently issued a formal acknowledgement of receipt. No further substantive engagement followed from that office. No response has been received from the Palace.
November 2025: DFAT – the First Courtesy Notice
On 18 November 2025, a formal Courtesy Notice – Custodial Standing and Peaceful Intent of Deos Terrum was sent to Penny Wong, acting in the office of Minister for Foreign Affairs and Trade. It was sent to three DFAT email addresses. Email server records confirm delivery. Two FOI references were subsequently opened with DFAT: LEX 13414 and LEX 13452.
No substantive response was received.
On 20 December 2025, a follow-up was sent – Acknowledgement and Response Requested – Previous Correspondence Concerning Deos Terrum. Again, to DFAT email addresses. Again, confirmed by email server records. Again, no substantive response. FOI records confirm the communications were received.
January 2026: Western Australian Ministers
On 17 January 2026, a Request for Acknowledgement, Record Confirmation, and Full Account of Inter-Agency Correspondence was sent to the men and woman acting as Attorney-General of Western Australia (Antonio De Paulo Buti), Minister for Lands (John Newton Carey), and Minister for Local Government (Hannah Mary Beazley). Email server records confirm delivery.
No response has been received.
March 2026: FOI Confirmed, and the OHCHR
On 1 March 2026, receipt of FOI documents was confirmed with both DFAT (FOI LEX 13414 and LEX 13452) and Landgate (FOI 2026/04, ref 01004-2026).
On 17 March 2026, a Human Rights Complaint was lodged with the Office of the United Nations High Commissioner for Human Rights (OHCHR). Reference: WHRC/30312, received 17 March 2026 at 08:00:55. That complaint is now on the UN human rights record.
April 2026 Onwards
On 14 April 2026, a further Notice of Enquiry, Disclosure Agreement, Terms of Reference, and Trademark Infringement Statement was sent to the Attorney-General of Western Australia, the Commissioner of Police (Col Blanch), the Sheriff (Peter Rafferty), and the Perth Magistrates Court. Email server records confirm delivery.
On 1 May 2026, a FOI Decision (FOI 2026/04) was issued by FOI Officer Elizabeth Wallbank at Landgate, in response to the application lodged on 19 March 2026.
On 4 May 2026, a Notice of Defamatory Labelling – Demand for Amends, in the form of a Calderbank Offer, was sent to the woman acting as Chief Executive Officer of Landgate (Trish Scully). Email server records confirm delivery.
The State of the Record
As at the date of this post, the following is confirmed:
The Proclamation of Deos Terrum as a self-governing nation (14 November 2024) has not been rebutted by any agency, authority, or officer. The Shire of Boyup Brook has issued no communication contesting the Proclamation.
DFAT has not acknowledged, responded to, or disputed the Courtesy Notices, although FOI confirms they were received.
The WA Attorney-General, Minister for Lands, and Minister for Local Government have not responded to the January 2026 request for acknowledgement.
A human rights complaint is on record with the OHCHR.
Silence is not rebuttal. The record stands, uncontested, in the public domain.
What Deos Terrum Is – and Is Not
Deos Terrum is non-adversarial. It is non-combatant. It holds no hostile intent toward any government, agency, or community. The Custodes Terra Dei impose no burden on the surrounding community and seek no conflict.
What Deos Terrum is, is this: a community of men and women who have chosen to be governed by principles of law that predate and underpin the very instruments the state itself claims to honour – Magna Carta, the Bill of Rights, the common law, and the international covenants that Australia has signed and ratified. Men and women who have acted transparently, documented everything, and placed the record before every relevant authority.
The law is not hidden. The record is not hidden. Now, neither is the story.
